Transfer: promotion BLA to YBL.

Rovers wish to promote the following players to BLA. This will give me 21 players as I know Dicandia will be coming up at some point until one of my defenders rates up high enough so I can demote him. I'll be captaining one of my MF players so Fletchure can stay down so won't need white down there anymore. Barker is a uselesss squaddie who won't make it anyway so will also promote him as well for numbers. Both will most lightly be going to the ATM EOS.
